Claptrap works because the character fully commits to pathetic enthusiasm. He is needy, incompetent, and never stops talking, which should be unbearable and somehow often circles back into charm.
Example
Borderlands learned early that players would tolerate a lot if the mascot's whole deal was being the most embarrassing creature in the room.
Why it matters
Claptrap matters because intentional irritation can be a viable mascot strategy if the writing knows the bit.
