Cooldowns are timers that prevent abilities from being used again immediately after activation. They're the most common way games time-gate powerful actions without using a resource pool. The design tension is simple: longer cooldowns make abilities feel impactful but can lead to downtime, while shorter cooldowns make gameplay fluid but can reduce decision-making to 'press whatever is off cooldown.' The best systems create windows of power (when your big abilities are up) and windows of vulnerability (when they're recharging).

League of Legends' entire strategic layer is built on cooldowns. Flash, the most important summoner spell, has a 5-minute cooldown.
