VAC has been part of Valve's multiplayer stack since the early 2000s, most visibly around Counter-Strike. Its basic philosophy is quieter than some rivals: detect cheats, log evidence, and issue delayed bans so cheat makers cannot instantly reverse-engineer what got them caught. That approach helped scale across huge player populations, but it also trained the community to live in a permanent state of 'does this guy just have great aim or is Valve asleep again?'
